To bolster the economic prospects of small and mid-sized farmers, the US Department of Agriculture (USDA) and Department of Energy (DOE) have launched the Rural and Agricultural Income & Savings from Renewable Energy (RAISE) initiative. This initiative, propelled by President Bidenâs Inflation Reduction Act, aims to harness underutilised renewable technologies, with a special focus on smaller-scale wind projects.
The RAISE initiative sets an ambitious target of assisting 400 individual farmers in deploying smaller-scale wind projects through the USDAâs Rural Energy for America Program (REAP). The Inflation Reduction Act injects over $144 million in grant funding, providing a crucial financial impetus for these projects.
Strategic partnership for rural prosperity
The DOE complements this effort with a substantial $4 million in funding. Of this, $2.5 million is allocated for testing, certifying, and commercialising cutting-edge distributed wind technologies. An additional $1.5 million is earmarked for outreach and the development of innovative business models, ensuring that farmers can both save costs and generate income through these technologies.
USDA Secretary Tom Vilsack highlighted the significance of the RAISE initiative in fortifying the partnership between USDA and DOE. He emphasised that the collaboration aims to provide tangible benefits to small and mid-sized farmers, invigorating rural economies.
US Secretary of Energy Jennifer M. Granholm emphasised the vast potential to power rural America with distributed wind resources. The initiative aligns with President Bidenâs broader agenda, aiming to create jobs, lower costs, and enhance energy independence for farmers and rural communities.
Concrete steps toward implementation
To kickstart the RAISE initiative, USDA will offer technical assistance to facilitate the utilization of the $144.75 million grant funding for REAP underutilised technology projects. Simultaneously, DOE will allocate $1.5 million to research new business models, fostering collaborations among farmers to benefit from distributed wind technologies.
Recognizing the need for education, USDA and DOE will host a joint webinar series, starting with the launch of the National Distributed Wind Network and Resource Hub on 14 March 2024. The agencies are also developing a comprehensive guide to distributed wind power for farmers.
