In a joint effort to tackle the emergence of the bird flu strain, H5N1, the United States Department of Agriculture (USDA) and the Department of Health and Human Services (HHS) have announced comprehensive actions aimed at curtailing the spread and impact of the virus. Originating from dairy cattle in the Texas panhandle, the detection of the virus prompted immediate response from federal agencies.

Upon detection, USDA experts swiftly initiated tracing of animal movements and implemented sampling procedures to assess disease prevalence in herds. Following the confirmation of the first human H5N1 infection associated with the outbreak, USDA issued a Federal Order to restrict the movement of lactating dairy cattle and aggregate test results to better understand the outbreak’s nature.

Recognising the critical impact on local farmers, the agency announced financial assistance and support measures. Producers with affected premises will receive aid to enhance on-site biosecurity and mitigate the spread of the virus. Additionally, financial tools will be provided to offset losses in milk production, a vital support for affected herds.

USDA aims to equip producers with tools for effective biosecurity planning and implementation. Financial support will be allocated for the development of biosecurity plans, including enhanced measures for individuals frequently interacting with dairy farms. Furthermore, funding for heat treatment to dispose of milk safely will be provided, ensuring biosecure disposal methods.

To alleviate financial burdens, USDA will reimburse producers for veterinarian costs associated with confirmed positive H5N1 premises. Moreover, financial incentives will be extended to workers participating in USDA/CDC workplace and farmworker studies.

HHS announced substantial funding investments through CDC and FDA to bolster testing, prevention, and treatment efforts. These investments underscore the government’s commitment to safeguarding public health and the food supply.
